The Illinois WIC Training Center (IWTC) of Springfield was established in January of 1991. Both State and local agency personnel from the WIC program were trained in programmatic issues and computer software use in accordance with Illinois Department of Public Health guidelines.

In 1993, with the introduction of the Healthy Moms/Healthy Kids training, the IWTC was renamed the Community Health Training Center. The CHTC expanded to Chicago in 1994 in preparation for the delivery of the Cornerstone computer software training. Now that Cornerstone implementation is complete, CHTC has returned to programmatic training for management, professional and clerical staff, as well as expanding services to include a variety of Human Services and Public Health programs and distance learning.
